The memorandum of understanding between the US and Iran was published in full this evening (Wednesday). The memorandum stated that Washington and Tehran "jointly and in good faith" agreed on 14 items.
The US surrender agreement presents a situation that allows Iran to achieve many achievements, while it only undertakes not to develop nuclear weapons.
The agreement allocates a fixed period of 60 days to formulate a final settlement.
The United States of America and the Islamic Republic of Iran, hereinafter referred to as the “Parties”, have jointly and in good faith agreed on [date] as follows:
Article 1 – Cessation of Hostilities
The parties and their allies in the current war, by signing this Memorandum of Understanding, declare an immediate and permanent cessation of all military operations on all fronts, including in Lebanon. The parties undertake not to initiate war or military action against each other, to refrain from the threat or use of force against each other, and to respect the territorial integrity and sovereignty of Lebanon. The final agreement will ratify the permanent cessation of the war on all fronts, including Lebanon, and will include the remaining provisions of this Article.
Article 2 – Sovereignty and Non-Intervention
The parties undertake to respect the sovereignty and territorial integrity of the other party and to refrain from interference in its internal affairs.
Article 3 – Timetable for the Final Agreement
The parties undertake to negotiate and complete the final agreement within a maximum period of 60 days, with the possibility of extension by mutual consent only.
Article 4 – Naval blockade and deployment of forces
Immediately upon the signing of this Memorandum of Understanding, the United States will begin lifting the naval blockade and all other restrictions or interferences imposed on the Islamic Republic of Iran, and will fully lift the naval blockade within 30 days. During this period, vessel traffic will gradually return to pre-war levels.
The United States also commits to withdraw its forces from areas close to the Islamic Republic of Iran within 30 days of the completion of the final agreement.
Article 5 – Strait of Hormuz and Maritime Security
Upon the signing of this Memorandum, the Islamic Republic of Iran will make its best efforts to ensure safe and free passage of commercial vessels through the Strait of Hormuz free of charge for a period of 60 days, in both directions (from the Persian Gulf to the Sea of Oman and vice versa). The movement of commercial vessels will resume immediately. Iran will complete the necessary technical and military measures, including mine clearance, within 30 days.
The Islamic Republic of Iran will hold a dialogue with the Sultanate of Oman and other countries bordering the Persian Gulf to determine future management and maritime services arrangements in the Strait of Hormuz, in accordance with international law and the sovereign rights of coastal states.
Article 6 – Rehabilitation and Economic Development
The United States, in coordination with regional partners, commits to developing a mutually agreed upon and final economic rehabilitation and development plan for the Islamic Republic of Iran, amounting to at least $300 billion. The implementation mechanism will be completed as part of the final agreement within 60 days. The United States will grant all necessary licenses, exemptions, and approvals to conduct the relevant financial transactions.
Article 7 – Termination of Sanctions
The United States commits to ending all sanctions against the Islamic Republic of Iran—including UN Security Council resolutions, IAEA Board of Governors resolutions, and all primary and secondary U.S. unilateral sanctions—in accordance with an agreed-upon timetable to be included in the final agreement.
The parties recognize the critical importance of the sanctions issue and express their intention to address it immediately within the framework of the negotiations.
Article 8 – Nuclear Issues
The Islamic Republic of Iran confirms that it will not acquire or develop nuclear weapons.
The parties agree to regulate the handling of enriched material in Iran's possession through an agreed mechanism, with the basic method being on-site dilution under IAEA supervision, in accordance with the sanctions removal schedule in Article 7.
The parties will also discuss Iran's enrichment activities and other nuclear issues within an agreed framework to be determined in the final agreement. The final agreement will ratify the provisions of this article.
Article 9 – Maintaining the status quo until the final agreement
Until the final agreement, the parties agree to maintain the status quo: Iran will maintain the current status of its nuclear program, and the United States will not impose new sanctions or deploy additional forces in the region.
Section 10 – Oil Export Permits
Immediately upon signing this memorandum and until the end of sanctions, the US Treasury Department will grant permits allowing the export of Iranian crude oil, petroleum products, derivatives, and all related services (including banking, insurance, and transportation).
Article 11 – Access to frozen funds and assets
The United States will make available to Iran all funds and assets that have been frozen or restricted. Upon implementation of this Memorandum, the parties will agree on procedures for the release and use of these funds during the negotiations. These funds will be available for payment to any ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States will issue all necessary licenses and permits.
Article 12 – Supervisory Mechanism
The parties agree to establish an executive mechanism to oversee the implementation of this memorandum and future compliance with the final agreement.
Article 13 – Stages of Negotiation
After signing this Memorandum, and in accordance with the commencement of the ongoing implementation of Articles 1, 4, 5, 10 and 11, the parties will begin negotiations on the remaining components of the final agreement in the future.
Article 14 – Approval by the UN Security Council
Following the signing of this Memorandum of Understanding, and subject to the commencement and continued implementation of Articles 1, 4, 5, 10, and 11, the United States and Iran will commence negotiations on the final agreement with respect to the remaining articles only. The final agreement will be approved by a binding resolution of the United Nations Security Council.
