Attorney Gali Baharav-Miara submitted an official update to the High Court of Justice today (Sunday) on the progress of implementing the ruling on enforcing the conscription of members of the Haredi public into the IDF.
In an update, Bahar Meyara revealed unusual gaps and apparent structural discrimination in the enforcement policy and filing of criminal indictments against Haredi "defectors" compared to the entire population subject to military service, and that "enforcement officials in the army and the Israel Police are asked to make every effort to reduce the equality gaps.".
According to the data, during 2026, 232 indictments were filed against tax evaders, of which only 16 were ultra-Orthodox.
Alongside this, in about two weeks, the digital interface will be completed that will allow government ministries to track "evaders" - through which data on "evaders" and "deserters" from the draft will be provided to state agencies responsible for providing economic benefits, so that benefits to those "evaders" can be immediately stopped.
In addition, Bahar Meyara reported that an agreement was reached between the Military Police and the Israel Police on pre-emptive arrests in the near future.
According to a report on the Ynet website, a summary of a discussion held last week in Bahar-Miara's office, which included all parties involved in IDF recruitment, indicates that in parallel with the increase in economic sanctions on draft refusers in the Haredi sector, there has been an increase in the number of recruits - but the number of draft evaders is expected to rise sharply due to the shortening of the period until an order is issued and until evasion is declared.
According to the data provided, there are currently 39,621 draft evaders in the IDF. Of these, according to the army's estimate, approximately 751 are members of the ultra-Orthodox community. There are also 52,460 designated for security service for whom orders have been issued - 801 of whom are ultra-Orthodox.
According to estimates, due to the shortened period until tax evasion is declared, within about six months the number of evaders will jump to 90,000.
Alongside this, the IDF also presented data on actual ultra-Orthodox recruitment: According to the report, in the first half of 2025, the number of ultra-Orthodox recruits stood at 1,866 - an estimated increase of approximately 501% compared to the corresponding half in 2024.
During the discussion in Baharav Mayara's office, data on enforcement at border crossings was also presented: Population Authority officials reported an improvement in working interfaces with the army and an increase in the effectiveness of supervision, including through early monitoring during the arrival stages at the airport.
According to the data presented, since January 2026, one in six draftees detained at border crossings has not been permitted to leave Israel - compared to one in about a thousand in the past.

Military officials also stressed the importance of carrying out proactive and individual enforcement actions against draft evaders and deserters, along with delaying them in random encounters with police officers. Police officials reported that following a discussion with the military police, Commissioner Danny Levy decided to change police policy: From now on, a draft dodger or deserter who is detained by a police officer as part of a 'random encounter' will be held for about half an hour, until a military police officer arrives to pick him up for further treatment.
