Malachi, 49, was selected for the position by Finance Minister Bezalel Smotrich after his candidacy was approved by the Civil Service Commission's Appointments Committee.

A minority opinion by committee member Noga Keinan focused on the fact that Malachi is not a woman and the appointment does not meet the rules of adequate representation - therefore, in her opinion, he should not be appointed.

For the past three and a half years, Malachi served as Deputy Director General of the Ministry of Finance, a position in which he gained deep familiarity with regulatory areas and government processes.

He led the ministry's local government areas, as well as the rehabilitation processes of the settlements surrounding the Gaza Envelope in the south and the rehabilitation of the north. Prior to joining the Ministry of Finance, he served as treasurer of the Mateh Binyamin Regional Council.

Beyond his professional experience, the Appointments Committee's opinion extensively noted his high interpersonal skills, dedication, and understanding of in-depth processes.

The committee was impressed by his ability to enlist partners and bridge political and other gaps in favor of joint missions.

Smotrich welcomed the appointment: "Israel Malachi is a first-rate professional. His familiarity with the work of the ministry will contribute to the work of the entire Ministry of Finance. Together with the excellent management background in the Ministry of Finance, he will know how to lead the work with professionalism and dedication for the success of the State of Israel and the citizens of Israel. I wish him great success.".
