The National Insurance Institute published official data today (Tuesday) indicating a decrease in the number of citizens whose residency in the State of Israel was terminated during 2025.

According to the data, last year, the residency of a total of 35,625 Israelis was terminated, both voluntarily and following a departure from the country, with 20,011 of them being new immigrants.

This figure shows a moderation in the number of people leaving the country compared to 2024, when the residency of 46,385 Israelis was terminated, including 18,841 new immigrants.

According to the law, termination of residency can be carried out in two ways - either according to a declaration by a citizen who actively requests to terminate his residency in the State of Israel, or if he leaves the country and after 5 years, his residency automatically terminates.

A person who is defined as not being a resident of Israel will not be entitled to benefits from National Insurance or the payment of grants or allowances from the organization.

National Insurance data shows that in 2024 there was a sharp, relative increase in requests to terminate residency among Israelis, with 7,756 requesting to terminate their residency voluntarily. 4,151 of them were Israeli residents and 3,605 of them were new immigrants.

A total of 46,385 Israelis had their residency terminated - both voluntarily and following a departure from the country, with 18,841 of them being new immigrants, and as mentioned, 7,756 of them requested to terminate their residency voluntarily.

However, in 2025 - 6,651 residents requested to voluntarily terminate their residency - 1,105 fewer requests than in 2024.

Of the 6,651 Israelis who requested to terminate their residency in Israel, 4,656 are Israeli residents and 1,995 are new immigrants.

In 2025, 35,625 Israelis had their residency terminated - both voluntarily and following emigration from the country - with 20,011 of them being new immigrants, and as mentioned, 6,651 of them requested to terminate their residency voluntarily.

According to data analysis by the National Insurance Administration and Collection, most applications for termination of residency are in the 31-40 age range, followed by the 41-50 age range.

In 2024 - 2,477 citizens who sought to terminate their residency in Israel were in the age range of 31-40, with 967 of them being immigrants.. and 2,016 citizens who sought to terminate their residency were in the age range of 41-50.. with 718 of them being new immigrants.

In 2025 - 2,259 citizens who sought to terminate their residency were in the age range of 31-40, with 565 of them being immigrants. And 1,648 citizens who sought to terminate their residency were in the age range of 41-50, with 373 of them being immigrants.

National Insurance: "While in 2024 we saw a jump in the data for ending residency in the State of Israel, in 2025 we see a moderation in the data, especially among new immigrants. There is no doubt that the data can be a professional tool for decision-makers regarding the types of population and ages who decide to leave Israel and provide them with a response. We continue to monitor the data and hope that the data will decrease.".
