The State Attorney's Office filed an indictment today (Monday) with the Lod Central District Court against a mathematics lecturer at Bar Ilan University, aged about 60 from Petah Tikva, who for several years, out of nationalist-ideological motives, conceived and planned to carry out an extremist and murderous plan against hundreds of Israeli Arab citizens, including Bedouins, as well as against Arab residents of East Jerusalem and the Judea and Samaria region. <\/p>\n\n\n\n
The defendant called his plan "IAT" - an acronym for the words "Am Ya'ase Transfer".<\/p>\n\n\n\n
The Central District Attorney's Office accuses the defendant in the indictment of committing security offenses of preparing to commit a terrorist act under the Anti-Terrorism Law, extortion through threats, and obstruction of justice, and asks the court to detain him until the end of the legal proceedings against him.<\/p>\n\n\n\n
At this stage, a gag order is in place on the defendant's name.<\/p>\n\n\n\n
The indictment filed by attorneys Roy Reis and Tomer Steinberg of the Central District Attorney's Office indicates that against the backdrop of the 'Shomer Homot' riots - and later, even more so against the backdrop of the 'Iron Swords' war - the defendant decided, out of a nationalist-ideological motive, to plan and carry out numerous acts of terror simultaneously, causing the deaths of many hundreds of Arab Israeli citizens throughout the country, as well as Arabs living in East Jerusalem and Judea and Samaria. <\/p>\n\n\n\n
This is in order to cause them to flee and be permanently deported to Jordan, Lebanon, and the Gaza Strip.<\/p>\n\n\n\n
For over 3 years - from the beginning of February 2023 until his arrest about two weeks ago - he conceived and prepared a systematic, thorough and detailed plan, which he called 'Ait - People Will Transfer'. <\/p>\n\n\n\n
In order to implement and advance his plan, he carried out many and varied practical preparatory actions, such as early field patrols, drafting documents detailing the method of action and its justifications, and attempting to recruit operatives who would participate in the terrorist attack he planned.<\/p>\n\n\n\n
According to the plan devised by the defendant, 72 Jewish terrorist attackers, at least half of whom have weapons licenses, including himself, will be divided into 12 terrorist squads - 6 attackers in each squad. The attackers will arm themselves with various types of weapons, such as pistols, rifles, axes and hammers, and will launch a complete surprise attack on mass terrorist acts in mixed cities and Arab communities throughout Israel. According to the plan, the terrorist squads will be given assistance and support that will be coordinated in advance from subversive elements recruited from within the IDF, including bombing Arab population centers by the Air Force, Artillery Corps and Armored Corps.<\/p>\n\n\n\n
The indictment indicates that on the practical level, which he called "How to Make an Eagle Here and Now," the defendant presented instructions for the public to join in "carrying out mass killings, quickly taking over areas of friction, roads, exits\/entrances to Arab settlements, mixed cities and hospitals... not to pity even the women and their cruel and disgusting children, not to stop in the face of pleas, to harden hearts, any stop will lead to an unbearable state of chaos and then a massacre of Jews"...<\/p>\n\n\n\n
According to the plan, the mass and simultaneous acts of terrorism, along with the echoing of the acts and their publication on social media in real time, will lead to the flight of all Arab citizens of Israel, including the Bedouins, and the Palestinians living in East Jerusalem and Judea and Samaria, outside the borders of the State of Israel.<\/p>\n\n\n\n
In order to promote and implement his plan, he tried for a period of about a year and a half to recruit supporters and partners, without success, and also conducted a preliminary tour of the area around the settlement of Tuba Zangaria, in order to study and examine the best ways to approach and attack the settlement, which he wanted to include as a central target in the plan.<\/p>\n\n\n\n
According to the secret plan he devised to recruit terrorists who would carry out the planned acts of terror with him, the defendant planned to team up with Moshe Feiglin, who is running in the upcoming elections for the 26th Knesset as the head of the Zehut list and number 2 of the joint list of Zehut and Religious Zionism, to recruit him for the plan, and later, with Feiglin's assistance, to recruit additional activists. <\/p>\n\n\n\n
The defendant requested that activists be summoned to an election conference of the Zehut party, who would be identified and marked in advance. During the conference, it would be made clear to the invitees that they were being recruited for a terrorist attack in which they would participate the following day. The activists would be given a briefing that would include detailed instructions and operational guidelines for the purpose of carrying out the terrorist acts.<\/p>\n\n\n\n
The defendant arrived at two public events held by Feiglin and tried to schedule a meeting with him and give him a summary of the plan, but Feiglin did not respond to any of his requests.<\/p>\n\n\n\n
About a month ago, and in view of the approaching election date, the defendant wrote a blackmail letter addressed to Feiglin, in which he criticized and insulted him for his conduct regarding the lack of cooperation with the plan he had devised, and threatened him that if he did not cooperate with him as soon as possible and assist him in promoting the plan, he would distribute the letter, thereby causing Feiglin, in his opinion, public harm ahead of the elections. <\/p>\n\n\n\n
About two days later, he arrived at Feiglin's house, gave the blackmail letter to a neighbor who was passing by, and asked her to pass it on to Feiglin, and she did pass the letter on to Feiglin. <\/p>\n\n\n\n
Later, he even attended an event for the Zehut party in Mahane Yehuda Market, and through another woman, he delivered several copies of the blackmail letter to the party's CEO, along with another letter containing a threat similar to the one against Feiglin.<\/p>\n\n\n\n
The indictment also states that during all the acts he committed, the defendant used various means of concealment and disruption to prevent his capture and, as a result, the thwarting of the plan, and among other things, he used to write all the documents and letters he drafted in his own handwriting and not on a computer; he wrote instructions and training in various documents on what actions those involved in the plan should take so that their identities would not be revealed; he used various means of camouflage during the meetings he had with others whom he tried to recruit for the purpose of implementing his plan, including wearing a protective mask on his face, a hat, and sunglasses, and he even used to identify himself under a false name and use the phones of passersby to contact the various people involved.<\/p>\n\n\n\n
In the request for detention until the end of the proceedings, the Central District Attorney's Office noted, among other things, that "the defendant's actions, which were spread over several years, are based on an extremist and murderous ideology that motivated him to formulate and plan in detail a plan with several layers and stages, the purpose of which is to ultimately lead to the killing of many Arab citizens of Israel as well as Palestinians living in East Jerusalem and Judea and Samaria.". <\/p>\n\n\n\n
\""The extremist ideology held by the defendant, which he attempted to promote and implement as soon as possible, demonstrates his clear and immediate danger, both to individuals, to the public, and to the state. Likewise, the nationalist and ideological motive that underpinned his actions, and the fact that they were carried out during a period of special security tension, heighten his danger.".<\/p>\n\n\n\n
The case was investigated by the Central Command of the Israel Police.<\/p>\n\n\n\n
