Attorney Gali Baharav Meyara held a follow-up discussion on the enforcement of the draft obligation and the implementation of the High Court ruling - at the end of which it was determined that arrests against military service evaders should be increased.

According to the data presented in the discussion, along with an increase in the number of ultra-Orthodox members enlisting, approximately 801% of all draft evaders today are members of the ultra-Orthodox community.

The discussion, which took place at the beginning of the month with the participation of representatives from the IDF, the Ministry of Defense, the Ministry of Finance, the Ministry of Justice, the Israel Police, the Population Authority and the Digital Division, dealt with the summary of the recruitment year that ended on June 30, 2026.

According to data presented by the army, in the past recruitment year, 4,298 members of the ultra-Orthodox public enlisted, compared to 2,811 the year before, and the number of ultra-Orthodox fighters increased by approximately 311%.

Professionals pointed to four key factors that they said contributed to the increase: issuing draft orders to all those liable for conscription, civil-economic enforcement measures, criminal enforcement, and expanding designated service tracks for the ultra-Orthodox.

On the other hand, Finance Ministry officials claimed that the expectation of a law that would exempt yeshiva students from the personal conscription obligation and eliminate enforcement measures created a significant negative incentive for conscription.

According to the data provided at the hearing, 60,217 people designated for security service from the general public were declared draft evaders, and approximately 50,000 of them are members of the ultra-Orthodox community.

In addition, approximately 101,000 people designated for service were issued an order under Section 12 or have already been declared draft evaders - an increase of approximately 59,000 compared to the end of the previous recruitment year.

Since January 1, 2026, 348 indictments have been filed against military service evaders, of which only 34 were against those who, in the military prosecution's assessment, are members of the ultra-Orthodox community. This compares to 224 indictments filed in all of 2025, of which about 18 were against draft evaders who, in the prosecution's assessment, belong to the ultra-Orthodox community.

Army officials explained that the low number of indictments against Haredi Jews stems, among other things, from the small number of arrests in the Haredi community, as arrest or reporting is a condition for taking legal action.

From the beginning of August 2025 to July 22, 2026, 679 Haredi draftees were sentenced in disciplinary proceedings for unauthorized absence from service.

Over the past year, the Military Police made 860 premeditated arrests of the general population. In addition, 244 deserters, evaders, and court-ordered individuals were randomly detained by the Israel Police and then arrested by the Military Police.

Military and police officials pointed to significant difficulty in carrying out proactive arrests of ultra-Orthodox draft evaders due to the large-scale disturbances that accompany these operations and require a significant allocation of resources.

Despite this, military officials said that they intend to increase the number of arrests, including through proactive actions in coordination with the police.

Enforcement was also expanded at border crossings: between August 1, 2025 and August 1, 2026, 1,528 people identified as evaders and deserters were detained, the departure of 298 of them was prohibited, and 27 were arrested out of 89 who were under arrest at the time.

In concluding the discussion, the Legal Advisor to the Government stated that the increase in ultra-Orthodox recruitment is "still far from meeting the state's security needs," and does not lead to the required reduction in the inequality of the burden.

Regarding criminal enforcement, it was written that "the current situation, as described by military officials and by Israel Police officials, is not consistent with what is expected of the state.".

It was further determined that the IDF, with the assistance of the police, must work to enforce the draft obligation equally. Army and police officials were required to submit a systematic enforcement plan by August 30th that would detail the planned proactive actions against draft evaders.

At the same time, the authorities were required to continue promoting civil-economic enforcement measures.

Among the options discussed are the denial of eligibility for the "Nitzanim" after-school program, which, according to a Finance Ministry representative, is considered particularly effective as a recruitment incentive, as well as examining the benefits of assistance with paying rent.

The Digital Directorate updated that an interface has already been launched that allows government ministries to digitally receive information from the IDF about those liable for conscription who have not regularized their status. Some government ministries have already connected to the interface and are using the data to implement court decisions regarding the denial of benefits.

MK Yaakov Asher He responded: "The attorney general is disappointed with the results of the Likud primaries and has returned to vigorously activating the "Not Just Bibi" headquarters by encouraging arrests and sanctions whose sole purpose is to bring about chaos, extremist demonstrations and street warfare, but not the conscription of a single soldier - this is how legal advice becomes a party during elections.".

[66
44139,77,2464,2500,25042
post-1061989","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-66","tag-44139","tag-77","tag-2464","tag-2500","tag-25042
