The Likud Constitution Committee, headed by Likud Central Committee Chairman, Minister Haim Katz, approved today (Sunday) Prime Minister Benjamin Netanyahu's proposal, under which he will receive three reservations in the first ten on the Likud list for the Knesset, three additional reservations in the second ten on the list, and two more thereafter - up to 33rd place on the Likud list for the Knesset.<\/p>\n\n\n\n
In addition, it was determined that 24 places on the list will be chosen in a national election, with six of them being allocated as part of a mechanism to ensure representation for women. Following the change, the candidates from the districts will be pushed to the bottom of the list and will appear starting at 34th place.<\/p>\n\n\n\n
During the discussion, various proposals were presented regarding the primary system that the party, the districts, and the caucuses would implement. <\/p>\n\n\n\n
According to the announcement, the full proposal, including the locations of the districts and reserves, will be published later on the Likud website.<\/p>\n\n\n\n
As part of the approved proposal, a number of key principles and conditions were established for compiling the next list for the Knesset: The final location of the districts will be determined only after the publication of the official voter register, expected on July 26, according to the number of voters in each district. Ministers, deputy ministers, and MKs will not be able to run in the districts - except in the non-Jewish district.<\/p>\n\n\n\n
The Prime Minister's reservations will not cancel the promise of representation for women. If only two women are elected up to the 14th place, only the promise of representation in the 10th place will be canceled.<\/p>\n\n\n\n
Another clause grants Netanyahu broad authority in the event of a security emergency. If, between the date of approval of the proposal and the date of the primaries, a warlike event occurs that also includes restrictions on gatherings in accordance with Home Front Command guidelines, the movement's chairman can activate a regular committee consisting of five mayors appointed by him. The committee will formulate a recommendation for inclusion on the list, but the final decision will remain with Netanyahu.<\/p>\n\n\n\n
As part of the Constitution Committee's decision, it was decided to place the promise of representation for a new woman, which popular candidate Hadar Mukhtar is running for, in the unrealistic 48th place. This means that Mukhtar's chances of being included on the Likud list for the next Knesset have dropped dramatically. <\/p>\n\n\n\n
Political commentator Amit Segal wrote: "Any escalation from now on and in the coming month will lead to the cancellation of the primaries.
