The Knesset plenum approved tonight (Friday night) in second and third reading the Digital Communication with Public Bodies Bill by MK Yinon Azoulay. <\/p>\n\n\n\n
16 Knesset members supported the proposal, with no opponents or abstentions.<\/p>\n\n\n\n
It is proposed to amend the Digital Communication with Public Bodies Law and require the Tax Authority, the Population and Immigration Authority, and the National Insurance Institute, when they send messages to citizens as part of their duty to provide common services digitally - to send a recorded voice message to a mobile phone number that does not receive text messages.<\/p>\n\n\n\n
According to the proposal, the message will be sent with confirmation of receipt by the recipient or resent a reasonable number of times, and the option of re-listening will also be provided for at least 30 days.<\/p>\n\n\n\n
It is also proposed to add an obligation to collect information regarding services that the aforementioned entities have made digitally available in Arabic, Amharic, and Russian.<\/p>\n\n\n\n
According to the proposal, a phased implementation of the law will be determined so that its implementation will be completed within a maximum of three years, and within two years, the accessibility of 60% from the services will be completed.<\/p>\n\n\n\n
The explanatory notes to the proposal state: "The Digital Communication with Public Bodies Law determines, among other things, an obligation imposed on certain public bodies to provide common services to the public digitally and regulates the manner in which messages are sent from a public body to a citizen.<\/p>\n\n\n\n
This obligation must be fulfilled in a way that provides an appropriate response even to those who are not skilled in using digital means or who do not have the means to receive the aforementioned service. This bill proposes to regulate the way in which an appropriate response will be provided to those who have a mobile phone that does not receive text messages.".<\/p>\n\n\n\n
Deputy Minister of Communications, Israel Eichler, who initiated the law, welcomed it: "This is important news for the public that listens to the Torah scholars and abstains from non-kosher technology. It deserves all the rights that every other public in Israel deserves. I am glad that just before the Knesset was dissolved, we managed to pass extremely important legislation for kosher phone users who uphold the teachings of the Torah scholars."\"<\/p>\n\n\n\n
