50 Knesset members voted in favor, 36 against. <\/p>\n\n\n\n
Shas and the opposition Yisrael Beiteinu faction voted in favor of the proposal. United Torah Judaism Knesset members were absent. <\/p>\n\n\n\n
The Baram are furious that Shas decided to support the muezzin law.<\/p>\n\n\n\n
MK Mansur Abbas said: "Shas' decision to support a racist, anti-religious law is very disappointing and disgraceful. We expected a religious party to be in the spirit of the verse: 'You shall not oppress a stranger or oppress him, for you were strangers in the land of Egypt.'".<\/p>\n\n\n\n
The chairman of the National Security Committee, MK Zvika Fogel, initiated the bill to prevent unreasonable noise from the muezzin, backing the enforcement policy led by National Security Minister Itamar Ben-Gvir. <\/p>\n\n\n\n
According to the proposal, no public address system will be installed or operated in a mosque without a permit. The granting of a permit will be examined based on the intensity of the noise, measures to reduce it, the location of the mosque, its proximity to residential areas, and the impact of the noise on residents. <\/p>\n\n\n\n
In the event of a violation of the rules, a police officer may demand an immediate stop, and if the violation continues, confiscate the public address system.<\/p>\n\n\n\n
In addition, deterrent fines will be imposed:
Operating or establishing without a permit: 50,000 shekels
Operating in violation of permit conditions: 10,000 shekels
The fines will be transferred to the forfeiture fund.<\/p>\n\n\n\n
In contrast to previous bills submitted on the subject, which focused solely on limiting the hours of operation of public address systems and allowed broad exceptions with limited enforcement, the current bill establishes a well-organized licensing and supervision mechanism, imposes clear personal responsibility on the operator, and significantly strengthens enforcement and punishment powers. In addition, a dedicated mechanism has been established for the return of enforcement funds for public projects.<\/p>\n\n\n\n
The explanatory notes to the bill state that noise is a health hazard, and that despite enforcement operations conducted in the past, there is currently no law that provides sufficient tools to deal with the phenomenon. Therefore, a clear regulation is proposed that includes a default prohibition, an explicit permit, the appointment of a person responsible for operation, and significant fines. The bill seeks to restore peace and quality of life to residents, with effective and clear enforcement.<\/p>\n\n\n\n

This is a phenomenon that cannot be put up with. On my watch, for the first time, the Israel Police began to deal with this unbearable phenomenon, and now we are giving it additional dramatic tools to eradicate the phenomenon.
