The State Comptroller published a report today (Tuesday) on the disabled parking permit scandal, which shows that in the last 20 years there has been a 501% jump in the number of permits, while the country's population has grown by only 43%.<\/p>\n\n\n\n
According to the report, in 2006 there were about 74,000 disabled parking tags, and last year the number reached about 445,000. The number of vehicles associated with the tags also jumped from about 155,000 in 2014 to about 669,000 in 2025. <\/p>\n\n\n\n
The significance of this figure is that 171% of all vehicles in the country are associated with a disabled license plate, and according to the report, this creates a severe parking shortage and overloading of designated parking spaces for people with disabilities.<\/p>\n\n\n\n
The report notes that over the past two decades, the Ministry of Transportation has warned that the definitions of the term "disabled" in the law are vague, broad, and lack a clear medical definition. Nevertheless, the Ministry has not completed updating the definitions in the law or in the procedures, which has led to an overly broad interpretation and the risk of giving marks to those who are not eligible.<\/p>\n\n\n\n
The report also shows that in 2024 alone, doctors in the Licensing Department approved more than 931% of all parking permit applications, and that there were even cases where doctors made 480 decisions in one day - an average time of only about a minute and a half to make a decision, without meeting or physically examining the applicant. <\/p>\n\n\n\n
The auditor's report states that this raises serious concerns about the depth of the review of the applications.<\/p>\n\n\n\n
Israel is the only country out of 15 advanced countries examined that allows the association of two vehicles to one parking tag and does not issue a personal tag associated with the individual.<\/p>\n\n\n\n
The many benefits associated with the badge, such as exemption from license fees and free parking in blue and white that is not directly anchored in law, creates a strong economic incentive to request a badge, and causes a loss of revenue for the state estimated at approximately 405 million shekels per year.<\/p>\n\n\n\n
Another issue examined is the security breaches, forgeries, and fraud associated with parking tickets. <\/p>\n\n\n\n
The report shows that criminal networks traded fraudulently issued notes using fake medical documents, which led to an undercover police investigation that temporarily halted the issuance of new notes in early 2025.<\/p>\n\n\n\n
In 2021-2022, licensing department officials exploited manual authorizations and fraudulently issued hundreds of permanent licenses without a doctor's examination. The case was referred to the Attorney General's Office for review last April.<\/p>\n\n\n\n
The law stipulates a maximum fine of 14,400 shekels for using a license plate when the disabled person is not in the vehicle, but this offense is not enforced at all by the police and local authorities due to difficulties in gathering evidence and a lack of investigative powers for inspectors.<\/p>\n\n\n\n
There is also no enforcement in situations where two vehicles associated with the same license plate are parked simultaneously in different disabled parking spaces.<\/p>\n\n\n\n
The State Comptroller's recommendation is that the inter-ministerial team established in 2025 should complete the review as soon as possible and work to formulate a comprehensive and clear regulation of the field in legislation, regulations or procedures.
