
The Tax Authority's voluntary disclosure procedure ended on August 31, 2026, after a year in which citizens were able to voluntarily report unreported income and capital, pay the legally required taxes, and avoid criminal proceedings, subject to compliance with the terms of the procedure.

By the time the procedure was completed, 823 voluntary disclosure requests had been submitted to the Tax Authority, in which capital totaling approximately 1.89 billion NIS was reported.
The estimated tax fund amount within the framework of these applications is approximately 152.6 million NIS. Approximately half of the applications were submitted during August 2026, the last month in which the procedure was in effect.
The main areas reported by the applicants were rental income, profits from digital assets, and overseas bank accounts:
Additional issues reported by the applicants included, among others, capital gains, inheritances, business income, and diamonds.
A single request may include more than one area, so there is overlap between the data in the breakdown by subject. The data also includes requests that have not yet been approved or whose processing has not yet been completed.
The capital and tax amounts are based on the applicants' statements and do not necessarily reflect the tax amounts that will be determined or collected at the end of the process.
The procedure, published in August 2025 with the approval of the Legal Advisor to the Government, allowed those who violated tax laws to voluntarily report unreported income and capital, pay the full tax owed, and receive immunity from criminal proceedings, subject to the conditions set forth therein.
The procedure applies to all tax systems – income tax, VAT, customs and real estate tax.
Similar procedures were implemented in 2011–2012, 2014–2016, and 2017–2019. As part of these procedures, approximately 9,000 cases were processed and taxes totaling approximately 5 billion NIS were collected.
