With divine help, the city expanded over time and Torah institutions multiplied, and many Torah scholars made their home here and raised magnificent families in this city of sages and scribes.
And now, in the Divine Assistance, the city's borders are being expanded on a large scale, and hundreds of suitable residences and quarters are being built for the families of yeshiva students, and the city's leaders have been wise enough to establish and establish in advance a yeshiva hall for young people and a kollel for avrechim and other educational institutions and Torah and Jewish institutions, and they have even talked and ended up saying with the director of a kollel network that I know very well that he will establish the Torah here in the new neighborhood.

And I would like to express the feeling of the heart, that a place dedicated to the voice of the Torah's labor, and the temples of Torah established there, will merit being a proper dwelling place for the children of Torah, and the voice of Torah will resound in this place, and from this the glory of Heaven will increase throughout the city.

To increase more and more in the study of the Torah, in study and in labor, strengthen and strive with immense dedication in the study of the Torah, raise the horn of the Torah to the top, exalt the honor of the Torah against those who plot to humiliate it to the dust, may God have mercy on it, and become stronger and stronger in the war of the Torah, because the Torah is truth and the Torah is eternity.
