The government today (Wednesday) approved the appointment of Avi Haliba to the position of director of the National Metro Authority.
Haliva's appointment, which was brought to the government by Transportation Minister Miri Regev, was approved after all the required procedures were completed.
Avi Haliva has more than 20 years of experience in leading complex public systems, human capital management, strategy, and large-scale change processes. In his many roles, Haliva has led organizational reforms, managed cross-system government processes, and been a partner in shaping public policy in government ministries.
In his current role as head of government ministries and trust units at the Civil Service Commission, he led the civil service's human capital system, responsible for tens of thousands of employees, including dealing with the challenges of the Corona crisis, promoting government reforms, developing an advanced public service, and implementing innovation and digitization processes.
Previously, he served as Senior Deputy Director General in the Ministries of Education, Interior, and Religious Services, where he led headquarters, human resources, procurement, logistics, information systems, and organizational development. In addition, he served as an advisor to the directors general of the Prime Minister's Office and was involved in supporting government work, promoting government decisions, legislation, and economic and legal issues.
Haliba is a retired colonel in the IDF, with extensive command experience in the Paratrooper Brigade, and among other things served as acting brigade commander, brigade chief of staff, battalion commander and battalion commander. Throughout his service, he received awards of distinction for his leadership and contributions.
Haliba holds a Bachelor of Laws from the Hebrew University, a Master of Laws and Public Policy from the Hebrew University Executive Program, a certified lawyer, and a graduate of a wide variety of leadership and senior management programs.
