The State Attorney's Office filed an indictment today (Sunday) with the Haifa District Juvenile Court against two minors, ages 14 and 16, from Kiryat Motzkin, who collaborated to carry out missions for a foreign agent acting on behalf of Iran, in exchange for payment.

Among other things, they carried out photography missions, sprayed graffiti, and worked to recruit additional boys to carry out missions for the agent.

The indictment, filed by Attorney Ilan Gamborg of the Haifa District Attorney's Office, indicates that in June 2026, one of the minors contacted a person who introduced himself as 'Daniel' and offered to perform tasks for payment through a Telegram group to search for work.

The boy later joined his friend in the activity, and the two collaborated on some of the missions even after they suspected and later learned that he was an agent working on behalf of Iran.

As part of the connection, one of the boys photographed various places in Israel, including malls in the Herzliya and Tel Aviv areas, and in one of the missions, he also provided the agent with information about the number of entrances and exits in the mall and the number of security guards there.

After one of the filming missions, he deleted the videos he sent, fearing that the agent would use them for an attack.

The indictment also states that the two boys sprayed graffiti together in the Kiryat Motzkin area and sent the agent documentation of it. Later, one of the minors asked the agent if he was Iranian, and the agent replied that he had ties to Iran, but the contact with him continued.

The two later collaborated in an attempt to expand the activity. One of the boys used his friend's Telegram account and posed as a soldier in Unit 8200 in order to receive additional missions.

Also, following the agent's request to recruit additional people, he worked to establish a Telegram channel and asked his friend to add teenagers who would be willing to carry out 'high-risk' missions.

Payments of hundreds of shekels were received for the activity, including through cryptocurrencies.

The indictment charges one of the minors with the offenses of contacting a foreign agent, three offenses of providing information to the enemy, and vandalism of real estate. The other minor is charged with the offenses of assisting in contacting a foreign agent and vandalism of real estate.

According to the police, the investigation began with the dramatic arrest of one of the boys at Ben Gurion Airport upon his landing in Israel, on suspicion of espionage and contact with a foreign agent.

The investigation revealed that the initial contact was made when the suspect was looking for work on the Internet. The foreign agent initially used the "steps" method on the boy - performing tasks that seemed "innocent" such as distributing flyers, and later demanded full identification from him through photographs.

As the relationship grew stronger, the suspect recruited another teenager and together they carried out various security missions - including: spraying graffiti with incendiary content against the government, photographing central and strategic sites in the center of the country, and attempts to expand the circle of activity to include additional teenagers.
