High Court of Justice rules: Police will allow at least 1,000 protesters to gather at Habima Square"

The High Court of Justice ruled today (Friday) on petitions demanding that demonstrations be allowed to take place in Habima Square in Tel Aviv and in the Horev Center in Haifa - and ruled that the state will allow at least 150 demonstrators to gather in Horev Square and at least 1,000 demonstrators in Habima Square.

The court ruled that, in the absence of a concrete security warning, the number of demonstrators allowed in Habima Square "will not be less than the number approved by the Home Front Command for holding gatherings in the area.".

The High Court decision also stated: "It is hereby clarified that any upward deviation from the above numbers is subject to the discretion of the police commander in the field, and to his assessment of the risk to demonstrators and public order, while giving due weight to all relevant considerations - and does not necessarily mean the dispersal of the demonstration.".

The High Court also asked the state to explain the standard by which requests to gather for the purpose of demonstrations are examined.
